Airtel not Refunding nor Activating IPTV

My Airtel Landline Number is : 01145087094 My Registered Mobile Number : 9711770355 Airtel Account Number : 14869742 Receipt No. for IPTV Connection (CEF No.) : 3488938 My Email ID : / I have paid Rs. 3500 to Airtel on 25th November 2013 for installing IPTV connection. They promised to activate my IPTV connection the next day i.e 26th November 2013 but they neither Activated my IPTV connection nor Refunded my money back. They just keep on pushing the date to resolve my issue. Firstly, they said that their team will contact me before 11-DEC-2013 11:00AM. Then they pushed the date to 31-DEC-2013 05:15 PM. When I tried to contact them my Mail then they gave another date 03-JAN-2014 12:15 PM. Each time I try to contact them in this matter they give me new Date to solve my issue. I don't think they want to Refund my money or Activate my IPTV. I'm feeling so cheated with my money. They just installed wiring for the connection and also provided with IPTV Set-up box which their technician have removed and taken back with him and never shown their faces after that. They asked me for downgrade my Airtel Broadband speed from 16mbps to 8mbps which I did the next day. Then I asked them to activate my IPTV and Install the Set-Up Box again. But they keep on saying that your IPTV connection has been cancelled and can't be Activated. Also they refused to refund back my money. Now they are just trying to delay the matter whenever I try to contact them. I have also send the Scanned copy of the Receipt which I received after paying Rs. 3500 for installation of IPTV. I have never used their IPTV service for a single day as they never activated IPTV service in my number. I have attached the scanned copy of RECEIPT which I received. Complaint against Airtel

You are advised to send email to the Nodal Officer of Airtel, explaining your difficulty and request to either provide you with the proper service concerning IPTV connection within 5 days, or else refund the amount of INR 3500 with interest. Also tell him that if there is no satisfactory response you will report this to the Telecom Regulatory Authority for suitable action, besides approaching the Consumer Court under the Consumer Protection Act for compensation for harassment caused.
